Our work goes beyond providing information. We support and guide those who protect community cats, create tools for action, coordinate collective responses and report non-compliance to drive lasting change.
Support and guidance
We assess each situation and advise on how to respond to possible breaches of Law 7/2023, unjustified administrative action and lack of protection.
We listen to and support caregivers facing exhaustion, pressure and conflict.
We create guides, templates and materials for submitting documents, creating an official record and building robust case files.
We take the problems identified by the network directly to the relevant authorities—from councils to the Directorate-General for Animal Rights—and demand specific answers and measures.
Who we are
Plataforma GARRA began with a simple, urgent initiative. Tired of seeing the same failures go unanswered, one colleague proposed drafting a manifesto addressed to the Directorate-General for Animal Rights and other public authorities.
That manifesto brought together caregivers, colony managers and feeders from different regions who were experiencing the same reality. Organisations soon joined them, and we realised that a one-off complaint was not enough: we needed a nationwide organisation capable of coordinating, supporting and reporting.
That is how a nationwide federation was born to bring organisations together and coordinate them.
Because many caregivers did not belong to an organisation, we also created one so that they could become part of the network.
Our strength lies in shared experience, mutual support and the cause we defend together.
We are united by a reality repeated across many regions: authorities failing in their duties, CER programmes that never arrive and caregivers left without protection. We also call for urban-wildlife management that protects animal welfare and environmental balance.
We document and report non-compliance, demand effective enforcement of Law 7/2023 and support those who sustain cat colonies. One of our aims is to collect and analyse data showing the reality of colonies, councils' level of compliance and caregivers' working conditions. We organise so that public inaction and its consequences do not go unanswered.
We assess every situation rigorously, gather the relevant information and choose the most useful strategy for each case. We then coordinate legal, institutional and organisational responses with clear aims.
We represent a community that knows the reality on the ground, develops its knowledge and knows how to organise. In the face of stereotypes and dismissal, we defend the respect deserved by those who sustain the daily care of community cats.

We check whether emergency plans and protocols include meaningful measures for cat colonies, shelters and sanctuaries, and whether those measures can be applied when disaster strikes.

Join the network
We do not want any caregiver excluded from the network for financial reasons. That is why we offer different ways to take part and provide support.
They can join the association and become part of the GARRA network without paying a compulsory fee.

Become a TeamerThis option provides personalised legal advice from Plataforma GARRA's lawyer, together with guidance and case follow-up.
When a matter may require court proceedings, GARRA first assesses its viability and decides which cases it can take on. Paying the fee does not automatically guarantee legal representation.
The legal fee and support through Teaming are separate. To receive personalised emotional support as well, you need to become a Teamer.

Gather dates, registered submissions, replies received and any relevant evidence. Then consult Practical Help or use the legal questionnaire if you need us to assess your situation.
We need to know what happened, where and when, which authority is involved and what action has already been taken. A clear summary is enough for the first questionnaire; if we need documents, we will request them later through the appropriate channel.
No. When a matter may reach the courts, GARRA first assesses its viability, the resources required and its relevance to defending community cats and caregivers.
No. Groups are for sharing information and coordinating action. Applications, reports and complaints addressed to a public authority must be officially registered so that there is a formal record.
You can join as a member or federated organisation, contribute as a professional, volunteer, support us through Teaming or take part in campaigns and groups in your area.
